Project Updates

Liberty Interchange

Stage I Hamilton-Mason Road plans are currently in review by BCEO.
Resource has received comments from ODOT regarding the Step 6 submittal. Revisions and clarifications are in process.
Revised preliminary construction cost estimates have been prepared by Resource International. These estimates will be independently reviewed. Estimates for ROW acquisition are being developed based on discussions with landowners and developers in the corridor.
Discussions are underway with ME Companies regarding their potential involvement in the ROW acquisition related to the project.
The Butler County Commissioners have commissioned the UC Economics Center for Education and Research to complete an update of the Economic Impact Summary prepared in 2002. This analysis will provide important information necessary to project the potential TIF and JEDD revenues from the area surrounding the Liberty Interchange based on current knowledge about proposed real estate activity. The update is being managed by the county development services department with participation from the Commissioners’ office, the BCTID, the BCEO, Liberty Twp. and West Chester Twp.
Approved 2004 Budget for project engineering is $1,104,528; YTD expenses (through 9/30) are $421,762. Reimbursements are current.

SR 747 Widening, Phase III

Final ROW drawings and preliminary retaining wall design plans were submitted by KZF to ODOT on October 29^th. ODOT authorization for title and appraisal work is anticipated by mid-December.
The noise analysis report was approved by ODOT – sound walls are not warranted as part of the project.
Approved 2004 Budget for project engineering is $214,000; YTD expenses (through 9/30) are $75,564. Reimbursements are current.

SR 747 Widening, Phase IV

Demolition of 4 houses owned by BCTID will begin in mid-November. Two demolition contractors are revising their cost proposals to include asbestos remediation in their bids. A resolution authorizing the Director to enter into the demolition contracts is required. The Liberty Township Trustees must also approve an agreement to reimburse the TID for these expenses. Township approval is anticipated at their meeting on November 15^th.
We anticipate a contract addendum to be submitted by LJB for additional costs associated with late changes related to utility coordination and preparation of a dedication plat for donation of ROW from developers.
Approved 2004 Budget for project engineering is $101,000; YTD expenses (through 9/30) are $98,655. The BCTID is withholding final payment until project completion. Reimbursements are current.

SR 4 Bypass Widening / Butler County Airport Access

Project engineer ME Companies is conducting noise and environmental analysis along the SR 4 Bypass corridor. Notice has been given to all adjacent property owners.
Have held exploratory discussions with Metro and Butler County Transit Authority regarding the potential use of ODOT owned property at the south end of SR 4 Bypass as a mixed-use transit center.
TRAC funding announcements are anticipated in November.
Approved 2004 Budget for project engineering is $157,600; YTD expenses (through 9/30) are $105,061. Reimbursements are current.

North SR 4 Bypass Extension

No activity on these three projects.

Other Issues

Discussions continue regarding the preparation of a TIFIA loan application.

The firm of Fuller Mossbarger Scott & May has been authorized to complete a Letter of Map Revision for the post-construction floodway underneath the Symmes Road bridge over the Mill Creek. This analysis is required by FEMA but was not completed upon completion of the construction project. The cost of the work is approximately $13,000.
