Re: Director’s Report

Project Updates

  1. Liberty Interchange
    – Meeting held with representatives of Great Traditions to discuss development coordination issues including future BCDES access to the water tower via easements within their development in lieu of existing access drive from Hamilton-Mason Road.
  2. SR 747 Widening, Phase III
    – Plan review meeting for Stage 1 plans scheduled for July 9, 2004 at ODOT.
    – BCDES has identified that some water mains will need to be relocated as part of this project. Project engineer, KZF, has been asked for a cost proposal for the additional design work to be reimbursed to TID by BCDES. Meeting to discuss the water line scope change with KZF and BCDES is scheduled for August 12th. Request Board motion to authorize Director to enter into negotiations with BCDES and KZF regarding the design scope change. Anticipate Board resolution approving agreement with BCDES at August meeting.
  3. SR 747 Widening, Phase IV
    – One property remains to be acquired, negotiations underway with property owner. Liberty Township has authorized an increase in their maximum reimbursement to the TID sufficient to cover the cost of this acquisition and related costs. Request Board approval of BCTID Resolution 2004-21 authorizing the Director to execute the purchase contract for the purchase of this property.
    – Discussions with Liberty Township are underway to consider use of the State Infrastructure Bank (SIB) loan to assist with property acquisition and design costs. Request Board motion to authorize Director to prepare and submit the initial application to determine if the project qualifies for a SIB loan. Anticipate Board resolution at August meeting approving an intergovernmental agreement with Liberty Township and final SIB documentation at August meeting. Background information regarding the SIB program is attached.
    – Zone change to B-1 for property in SE quadrant approved by Liberty Township Zoning Board on July 6th. The zoning case goes to the Liberty Township Trustees for final approval on August 2, 2004.
  4. SR 4 Bypass Widening / Butler County Airport Access
    – Project remains highly scored in the TRAC application process through OKI. Impact of potential environmental hazards in the vicinity of the project is currently being considered.
    – ODOT has approved "quality" selection criteria used in selecting M-E Consulting. BCTID can amend current contract with M-E to allow for completion of Phase 1 construction drawings per ODOT requirements. Request Board motion authorizing Director to enter negotiations with M-E regarding this scope change.
    - Current BCTID project scope anticipates only securing approval for and identifying location of the future direct connection of Bobmeyer Road to SR 4 Bypass. Bobmeyer Road design and construction are not included.
  5. Fairfield – Hamilton Corridor Study
    – No activity
  6. Hamilton North / New Miami River Crossing Study
    –
    No activity
  7. North SR 4 Bypass Extension
    –
    No activity. Due to recent development activity north of SR 4, the potential right of way corridor for this project is no longer available. Recommend deletion of this project from further consideration.

Other Issues

  1. BCTID Board members Jim Blount, Don Hassler and Greg Wilkens participated in bridge dedication ceremony in honor of former county engineer, William R. Foster. (See attachment).
