Project Updates
Liberty Interchange
- Resource International is finalizing the Step 6 plans for submittal to ODOT.
- Preliminary alignment of Cox Rd. extension is set. Stage One design plans have been submitted to BCEO for review.
Meetings scheduled on 6/10 and 6/16 with BCDES and ODOT regarding accommodation of existing water tower at SW quadrant of I75 and Hamilton Mason Road.
SR 747 Widening, Phase III
Stage 1 plans were submitted to ODOT for review on May 28, 2004.
The preliminary construction cost estimate based on Stage 1 plans is $2.4 M.
SR 747 Widening, Phase IV
- Property acquisition is now complete except for one property which involves a property swap of the Van Gordon property with BCDES. Meetings with BCDES and the property owner are scheduled for June 10 to resolve all outstanding issues and schedule closing.
Environmental audit of one previously acquired property indicates the presence of asbestos in the ceiling plaster. This will require removal of asbestos prior to building demolition.
Project coordination meeting scheduled for Friday, 6/11.
SR 4 Bypass Widening / Butler County Airport Access
Project awarded preliminary #2 ranking in the region in the TRAC application process through OKI. Key factors in strong ranking were the traffic accident patterns, economic development impact and as a component of the Macro Highway Corridor System as described in Access Ohio.
Expected to be added to the regional TIP by the OKI Board & Executive Committee on Thursday June 10th.
ODOT reviewing the "quality" selection criteria used in selecting M-E Consulting to determine if BCTID can amend current contract to allow for completion of Phase 1 construction drawings. Seeking this approval from ODOT is being pursued for the convenience of the BCTID but does not imply that we will necessarily choose this option for the completion of Phase 1 plans. District ODOT officials reviewed materials from our consultant selection process and indicated that they would advocate for approval from Central Office personnel. Anticipate a favorable outcome by end of June.
Comprehensive project meeting scheduled for Thursday June 17th.
Fairfield Hamilton Corridor Study
Will attempt to reinvigorate discussions about this project over the next 60 90 days. Interested parties to include stakeholders in Fairfield, Fairfield Twp., Hamilton and Ross.

Other Issues
Have directed legal counsel and bond counsel to research and develop project financial models for leveraging statutory powers of a TID to levy special assessments on properties as a means to finance key infrastructure projects. The model will include linkages between the use of assessments and the use of tax increment financing to fund projects. Anticipate presentation and discussion at the July Board meeting.
