At the April 12, 2004, Board meeting, the selection committee, consisting of five board members, presented the full board with the candidates they felt would be able to take the TID to the next level. Based on the nineteen applicants that applied for the position, the selection committee believed Mr. Fonner to be the leading candidate for the position. On Friday April 23, 2004, the Transportation Improvement District extended an offer to John E. Fonner, PE to take the position of Executive Director effective May 10, 2004.

Mr. Fonner will be responsible for continuing the progress of the TID's priority projects of Liberty Interchange, State Route 4 Bypass widening and the third widening phase of State Route 747, as well as other projects that the Board of Trustees deems important to the transportation growth and needs of the County.

On April 26, 2004, Mr. Fonner accepted the Executive Director position.

Mr. Fonner will become the TID's fifth Executive Director since its inception.
